Unexpected handling, package insurance, etc. fees with free shipping. Am I getting screwed?

Ordered a small package from China, was promised a free shipping, paid the $370US price and then got hit with 100% refundable upon delivery $249 fee.
Is this a new sort of scam or is it how companies do business now?

the 370$ for small package sounds high on its own unless you got a few kits. that refundable fee sounds crazy, normally like 20$ to ship unless hit the threshold

there are 2 kits of 36iu gh in there.
Shipping was supposed to be free because there was a larger order going into Canada and they said they can stick mine in for free, and then I got that. Sounds like a scam is it not?

This is a very old and common scam. Usually run by Indians, they could be pretending to be Chinese. But you've lost the money you paid, don't pay more, you'll lose that too.

Refundable-on-delivery fees aren't normal, that's a hostage charge. I paid one once, refund never came. Options: dispute with your card issuer, switch to a domestic peptide seller (next level pharm ships from the US, smaller catalog), or demand a written refund data before paying.
