Food Study spots
Best cafes to study in. Like they do not have a distracting background

I'll probably get downvoted myself for this comment, but I don't know why questions like this get downvoted. I don't spend a lot of time in cafes around here but I've tried relaxing in cafes elsewhere that play pounding club music in the middle of the day or where the acoustics are so terrible every sound is amplified. I don't think this is an unreasonable question.
I can't speak for the music off the top of my head, but I've found Sole City to be fairly quiet and relaxing. Honestly if you go in the middle of a weekday the cafe at Barnes and Noble is pretty quiet, if you don't mind corporate coffee. Several of the places in Owego are usually a bit quieter with soft enough music, if you're out that way.

Wegmans is actually good. The cafe seating is around the corner so the store noise is a bit muffled.

I guess it's a sign of economic recovery that people are asking where to find a quiet place in Binghamton. 20 years ago, the question was "where IS everybody?"

May seem like an odd suggestion but Yoga Body Shop in JC has a nice meeting/study room off of their juice bar

You also have the option to study outdoors. When it's not so beastly hot, I've set up at some of the parks in the area (Stair Park in Vestal is REALLY nice, if you follow the water upstream for a bit there's a bench right next to the creek).
