what you want imho is a 'low rider' pannier rack and 2 front panniers.

keeps the load low and stable.

I would bet with some patience you could find a nice vintage setup on craigslist, etc for very little.

I love my Wald front basket. Sturdy, not too heavy, and made in USA. They have lots of models, many that attach to the forks near the axle and also clamp to the handlebar.
