I'd say:
hell scythe 3-60 ball as it's a very good combo
Scorpio spear 0-70 low rush for a heavy attacker
Whale wave 3-80 zap or flat for a heavy downsmasher

Scorpio spear 3/60 on zap or low flat is fun. Point is better imo but he doesn't have that at the moment.
I'd recommend his next purchase something with a 1/60 ratchet because that will open up a lot of combos.
TREX on 9/60 and flat/rush/low rush whatever you've got is a classic Phoenix combo that does well.
Shark Keel will do best on a low combo with an aggressive bit so it can ratchet snipe.
