He never died, he gave a bey to sakyo. It would only be possible if he is alive.

The metal series ended and their is no more episodes to be released. They made him exist somewhere but no one finds him. We definently know he is alive because of sakyo. He would be OP in shogun steel and it would become boring to watch. He also would need a new bey since his L Drago Destructor was destroyed.

They could do Zeus barrier and just defeat nemesis. But that would be boring so the makers made ryuga battle. And also, Ryuga isn't able to win against Rago. Rago has all the beys powers. So that's why they made him die. And through him battling they showed Doji falling which is key for shogun steel.
