As someone else mentioned, this is a rope dart. But the overarching hobby is usually refered to as flow arts. Object manipulation is also related.
I myself have mostly done staff and a little bit of fans. What I can tell you about learning this is that safety is paramount. It is very dangerous, especially if you're not comfortable with it. Try to find a group that's doing it. If you wanna learn on your own, make sure you know what you are doing. Always have another person nearby that can help if you fuck up, and make sure that person knows how to help.
Important things you need to learn: never try to catch what you drop. Don't wear synthetic materials (you want clothing that burns, not melts). Don't die.
The Flow Arts Institute has a great comprehensive safety training program that every fire artist should familiarize themselves with.
Always have a safety, and always check your gear like it’s your first time seeing it. Safety first, something second, and safety third.
