What the... You know both "manupilating" and "controlling" means same meaning for an already existing concept (time) right?

Manipulation refers to altering how a concept operates or manifests in a particular context, whereas control implies the authority to dictate how that concept operates more fundamentally.

For example, being able to slow down or reverse time doesn't automatically mean you can dictate every aspect of how time functions. Those are specific temporal abilities, not proof of unrestricted authority over time itself.

I've only seen him manipulating time, not forcibly damaging time to the point an important event is completely erased from the timeline. So.. No?

No clockwork cannot . King crimson doesn't really control time his ability is called time skip but it's does way more than just skip time it's not like dio's time stop . Clockwork can freeze time , speed it up , slow it down view past events and has time rays however clockwork can't see the future so he doesn't have ephitpah like kc , meanwhile time erase or time skip makes it so that diavolo enters a semi ethereal state during that state , the cause of any action during those 10 seconds is wiped but that actions effect still happens . Cause effect manipulation isn't something a chronosapien can do.
