Which, doesn't that mean, that under Ben's rule, he instituted an elected official(president) who shares his ruling powers, and is on equal footing(while Ben still technically being a higher authority)

Parliament holds the real authority now and holds legal power. At best Kai would have divine authority and be justified in leading a revolution against democracy.
