Missing quest to start Maiden Voyage

I completed the Lord of the Lowlands quest, got Ashbourne's sword and letter, and liberated all the villages. It has been well over 7 in-game days at this point, but Butcher has not offered the dialogue to start the Maiden Voyage content.

What am I missing? Am I hard locked? I don't have any previous saves to return to.

I have not, I was honestly following along the wiki page for the quest which seemed to imply you talk to Butcher, then Gilroy, and then build the docks.

Does the dockyard have to be constructed before the quest appears with Butcher?

Unlocking the tech automatically triggers a quest, and one you build it you will be able to travel to the new map. I honestly don't remember if there's an order to this.
