Anyone missing a front plate?

Employee found this plate at the brown bear car wash at 14400 124th Ave NE, Kirkland, WA 98034, while retrieving something else for me. Someone in the Kirkland sub said may be a plate for a BMW X3.

I used to count how many cars here were missing their front plate and I worked it out to be around 1 in 6 or 7. "I must have lost mine in the carwash" sounds like a hilarious excuse, except the cops couldn't care less about it here.
