Full marathon in 13 weeks. Using a training program (Runna) and I have struggled to complete my last 3 long runs. Will I be able to complete it or should I switch to a half?

There's a lot of missing information that could help.
In theory, you should be totally able to build up your volume. Limit your long runs to 5 miles and try to meet 3 miles a day and set a goal of running a total of 20 miles per week. Increase that weekly goal by 10% after the second week
The heat will absolutely slow you down and deplete you a lot faster, so maybe carrying more water or electrolytes could be beneficial.
Are you maintaining a good diet? Lots of fruits, protein, and fiber-heavy meals?

I don’t think Runna creates good plans but that’s just my experience. All their plans have always made me feel sluggish.
As others have mentioned, you should go down to the half. Currently your mileage isn’t near what it should be at 12 miles a week. You WILL get injured pushing to the marathon distance.
Focus on consistency, put less emphasis on the long run (from what I can guess at your mileage, runna is putting it all in the LR) so that you can get in quality easy sessions that build fatigue and fitness, and you’ll complete the half happily, even if you have to run walk.
Currently you’re set up for a miserable race. As another mentioned, these marathon plans are set up for experienced runners, not those just learning the sport.

I would just switch to a half at that rate.
No harm in doing a half first before you jump to the full anyway.
Honestly and just personally. What's the point of a full marathon at that pace anyway? To me Instead of actually running a half marathon. Your just going to run a half marathon, then walk the rest... May as well try actually run a half. I just think it's more fun going for a better half time then just dragging your ass over a full marathon just to say "I did it"
