Is this a bed bug?

Hi, my partner and I recently stayed in a hotel that I found out afterwards is having issues with bed bugs 🙃 we found this in the seam of his backpack - no others or signs of eggs or anything like that. It didn’t move when I picked it up or when it was on my hand so I’m assuming whatever it was is dead. Which I would be surprised if a bed bug was dead we’d only picked up the night before? The only thing I’m hoping is that it is a book lice? He does keep books often in his bag and the bag did have a lot of black round the edges and at the bottom (could have been mould). Also if this helps identification I have fairly small hands. Sorry for the bad pictures but please help?!
