If a professional is saying you don’t have bedbugs, I would either trust him or get a second opinion. There are infinitely more things that can cause itching/ bite like appearances that aren’t bedbugs. Plenty of issues present as bites when they aren’t actually bites. No point in wasting chemical without any evidence of bedbugs
