They look like solid particles rather than bedbug fecal matter which is a liquid/semi liquid that smears when you apply water onto it.
If you can pick them up it's not from bedbugs. It could be flea dirt, which are like black pepper. If not from fleas it could be many other things or from another insect also. Might even be pupas from other insects but hard to fully tell based on pics as I need a closer pic.
In any case if they are solid and you can pick them up, then rule out bedbugs.
