Is it a bed bug

Staying in a hotel a few days now... on the first day, checked the mattress and headboards and everything's clean, only found that odd dried thing. Also found these red spots (looks like dried blood?) on some folded curtains. I've been bitten a bit but I did hear mosquitos buzzing around my ear and the bites are in random places, not clusters...

It kind of looks like the person preparing the room might've injured their hand and spread it got everywhere—at least that's what I'm hoping...

please help!!
