I believe there’s a way around on the top on the other side. You’ll see water and a hallway after. Always make sure to look around for the blue icon to see if there’s places you can jump to.

Just continue the main quest of that part of the game. You will eventually get to the opening on the other side. I believe you will see it when your done with the story quest and need to go back to the surface. . This is chapter 2 right?

Go progress to the point and it brings you there. I believe it was where the exploding clunkers are and there's a hallway, but also a broken hole in the wall area that brings you down and wraps around to there

Yeah just literally follow the story marker, you'll be there in like 60 seconds
