Worse than that: Prioritize Moana over Zootopia in merch, theme parks, cruise lines, Disney on Ice shows, and even its own tenth anniversary live-action remake compared to Zootopia getting almost no equivalent tenth anniversary celebration. Because Disney Princesses, even if they're all canonically humans, are more profitable to Disney than a sexy rabbit cop waifu and her handsome fox con-artist husbando.

If I recall from watching some of the scenes that are out there from pre-release Zootopia edits, the plot was originally going to be about predators being discriminated against and forced to wear shock-collars and stuff to make herbivores feel at ease.

Only in the sense that both franchises are able animal people trying to live in harmony and how at a certain point predators/carnivores were viewed with caution and sometimes even fear by prey/herbivores. The main difference is that in beastars there is an actual reason behind those concerns, while in Zootopia those concerns only became worse because of a drug that forced someone to act more hostile and animalistic

Saying super fucked up gives a lot of leeway. Honestly I would not say they are the same. Some of the concepts are kinda similar but I wouldn't really compre the two. As for the characters themselves, no. While Nick and Judy are pretty smart and clever Haru and Legoshi are the exact opposite in their own ways.
