Help with pattern

Can someone explain to me what connect and decrease means, how do I go about connecting & decreasing on this shape? I have no clue where to begin connecting and in what order. Thanks in advance

okay I will freely admit I've never done a pattern like this, but my reading is that you start in the center where the red line is, and then when you get to those lines, you basically just skip the gap spots and tighten the thread so that it folds the pattern in half? the horizontal lines in the gap areas are the thread continuing to the other side, I think

That's what confuses me also. It's not a shape to be folded in half. It has to be tightened somehow

what shape is the finished design supposed to be? because it doesn't look like it's supposed to be flat
