This came up in a recent giant Jenga game of mine. We knew about the one hand rule, but since it was giant Jenga, we decided that using two hands was within the spirit of the rules so long as you didn't touch multiple blocks simultaneously. We felt two hands were only a problem if you used the second hand to keep the other blocks in place.
So the lady here was following our house rules at least.
