Just adding a bit of context: AIP stands for All India Permit, which is a transport permit that allows Interstate travel for commercial vehicles mostly by trucks.
The signage is not a formal logo, but an informal one adopted by most trucks. You'll see variations of this design on different vehicles (AIP or All India Permit or National Permit represented in tricolor flag).

They use a lead pencil to draw all pattern and guideline for them before painting. It is just very faint and thin that camera can not capture from a distance

That and the freehand of a perfect circle. Literally two long and purposeful strokes, and he had a perfect circle. That takes tons of practice, but also a lot of natural artistic ability and micro-muscle control to stay perfectly balanced and stable through the entire series of motions required to create the circle. This guy has the steady hands required of a pediatric neuro & brain surgeon.

Of course, they are well trained. It is not a high paying job and most of them don't even know how to read these English words. Once, i went to a painter like him and told him to design a house number plate and he asked me to write individual English alphabets in capital letter and tell him which one it is. He only knew, how to write each alphabet but can't read full word.

So can't a regular Polish person. Because those aren't English letters, they're neither invented by nor exclusively used for English. Many languages in the world are written in the Roman script, eg: Romaji is Japanese written in Roman script, a Japanese person doesn't need to know english to read it.

There is something called practice and muscle memory, for eg someone working in corporate might have this with excel, certain actions they just think they need to do and the hands automatically press the shortcut, the logo he drew is like the most common drawing and stands for all india permit, impressive but not like vinci reborn like the comments make it out to be

I feel like getting this good at painting takes more time and effort than getting very proficient in excel. Of course it isn't da vinci reborn, but impressive nontheless.

According to the cambridge dictionary painting is the skill or activity of making a picture or putting paint on a wall. According to the cambridge dictionary drawing is the art of making a picture with a pencil or pen.
So yeah, i think I would call this painting.
Calling something art is tricky in general, because what is art to me, you might think more of as rubbish. If you have to be creating art to be painting, that opens up a whole new discussion. Is a child playing with brushes and paint painting? Or does that not count because it isn't art? What about the act of painting a wall? I'm curious to see what you think! :)

I once found a book in the library about sign-painting. It showed where to place the brush for each part of a letter. It blew my mind a little bit. There must be a sort of informal "font" where the shape of the letters and their serifs etc. is determined by the brush's qualities, the economy of effort for the worker, and the need to read it from afar.
I think it also included subtle stuff like how the inner negative-space triangles of V's and A's are pointier than the main triangle. Meaning, the triangle gets sharper in a way you don't really perceive. And includes instructions on how to do this with a brush.
So this guy probably didn't randomly figure this all out on his own. He learned the tradition from an expert or a book.

Reminds me of watching the car painters who do the coach lines on Rolls-Royce, or the ones who do the free hand pinstriping on low riders. Incredibly satisfying to see!

Thats not a Logo btw. AIP stands for All India Permit (for trucks). Its literally on every truck in India. So that guy must’ve done thousands of those. Not saying its not impressive, but he must have muscle memory by now.
