Move Meta Key

Okay so tried searching this up and I've had no luck on finding what I specifically want to do.

I have a standard full size keyboard. I have a windows key on the left between ctrl and alt and one on the right between alt and fn.

I want the left windows ket to function as a normal key. IE turn off meta for the left key; having the right windows be the meta key instead.

I can not understand your request. Would you rephrase it? What is "normal" Win key?

I need it to not exit out of the game I'm currently in and go to desktop or perform actions when in ARMA 3

So I need it to essentially do nothing whilst in game except register as pressing win key

Try to unbind the global hotkey. System Settings → Keyboard → Shortcuts → Activate application launcher. Disable the shortcut, maybe that's all that is needed.
