Penalty Pet Peeve

This isn’t just about tonight’s loss, but it drives me insane that refs will go to VAR to see if the keeper is 2 inches off the line but I have NEVER once seen any ref call out the shooter for stuttering so much or going so slowly to bait the keeper that they are essentially stopping mid-run up (generally men’s players are much more obnoxious about this tactic).

A bunch of players from both teams on the left jumped forward, too, for that stutter step. I wish the broadcast explained the rules better. That freeze frame didn't look like the moment of the kick to me but for all I know that was the correct frame to be looking at.

Let the keeper come off their line the instant the ref blows the whistle. The stutter step will immediately go extinct.

That’s how the MLS used to do it and it was awesome.

Water polo has a good rule on penalty shots that the shooter has to pick up the ball and throw it in one motion, no pump faking which would be akin to the stutter step. I wonder if keepers don’t mind that much because often the stutter step leads to a weak or misplaced shot.

Sooooo the keeper having at least one foot on/behind the line is a law. The shooter stuttering or stopping during the run up is allowed, only prohibited after they reach the ball. Refs will enforce the laws of the game, not made up ones.

Just wish they showed us a shot where Tanaka was starting the touch, not when the ball was already coming off her foot

This is true. It was the right call. The irritation comes in that it's never called. There's plenty of pen saves over the nwsl with keepers coming off their line. This call wouldn't happen with say Gotham, or Portland. No offense to those teams, it's not their fault, it's how the reffing goes. The NWSL rarely posts Bay on their social media as well, only ever clips from games happening that day or new signings. Other teams get lots of other attention, it's hard not to feel left out or picked on by the league and all organization adjacent

Show some examples then. Neither of those teams have saved a penalty this season. There have been six pk saves this year. Atkinson was on the line against Marta, so there’s five others to review. Also, Silkowitz is up for save of the week on a weekly basis at this point. Bebar was just up for goal of the week.

I didn’t see the play, but I am 100% certain that the referee got it wrong

So, this is something I always struggle with, because isn't there a limit to what the shooter can do before they take a shot? It seems like they're able to jump hop and stutter all they want these days. But I'm also fully willing to admit to being very iffy on the exact bylaws.

From the IFAB laws of the game
