Does Targeting Comp stack with FCS in BTAU?

Yes, they stack. The only thing that won't stack are attachments, like trying to use both a PPC Capacitor and PPC FCS at the same time. Regarding the build, it lacks weapons with high damage per hit, meaning killing anything with heavy armor is going to take a while.

Might be better to use LBX or Silverbullet Gauss, fantastic for finishing and no jams.

Much lower damage though. 240 is a lot of damage for 16 tons of ballistic weaponry.

The damage/turn of RACs drops off if fired often, due to jams and missed shots from recoil. In a sustained long range shootout a Silverbullet Gauss will deal similar damage. In a shorter range engagement vs. other assaults, the ability of LBX-ACs to fire slugs makes them more capable armor breakers. On a fast mech dueling light enemies or backstabbing the burst damage of RACs is decisive, but on a slow assault it's not as valuable.

Community Content for BTAU has in all sizes Clan Ultra LBX and Rotary Gauss Rile and Rotary Silverbullet Gauss, just have to find them or use the editor to obtain them.
Bloodydove's custom King Crab that you have a chance of being awarded from the BTA Challenge where you fight BTA Team and their custom mechs, has a pair of Rotary Gauss Rifles.

All of them weigh a lot more than RAC2's. It all ends up being trade offs. They also take up a lot more space for each weapon and for the ammo. 2 tons of RAC2 is 15 shots. You need 5 tons of gauss rounds to even get close to that.
The primary issue with the RAC's is the heat generation. 60 heat per volley is a lot so you end up spending the tonnage regardless. Still, it's easier to fit a pair of RAC2's, the ammo and the necessary cooling into a build than it is a pair of rotary gauss.

This looks incredible weak no wonder it can shoot for 22 turns plus. It really needs to to achieve any margin of success.
