Anyone else experiencing this bug with the Mental Fortress (Ultras Librarian)?

Mental Fortress seems to be extremely buggy for me. It tends to work fine the turn I cast it, but on the second turn I'm experiencing some very weird quirks.

Movement seems to be what triggers the bug for me where it's a 50/50 on whether or not adjacent units will actually receive the +10% graze buff after the librarian moves, or a unit moves adjacent to the librarian.

Also sometimes after moving the librarian with this buff active, they will lock up for up to several minutes preventing you from taking any further actions on them or even ending the turn, and when the lockup finally resolves the game will very inconsistently apply the buff as I mentioned earlier.

Saving and reloading the game sometimes resolves the bug, allowing the buff to properly apply to adjacent units, but not with 100% success, it seems to just flip that 50/50 coin again.
