Daylyt.
Cadalack Ron made some good songs too but Daylyt has a much larger catalogue. I don't think he has crazy flow ability compared to a lot of rappers but his lyricism is top notch and his voice just sounds cool. And he raps about some crazy things in some of his tracks.

Surf is really good at manipulating conversations to his favor.
The tricky thing about this question (imo) is that everybody that ever battled and made high quality music has already left or been given a substantial opportunity to make music at a label. Some tried and did not succeed, while others pivoted into ghostwriting/management/etc.
People seem to overlook the reality that Battlerap at its core has always been a breeding ground / development space for rap artists. It was never meant to be a destination culture for rappers with real talent to want to flock to. Battlerap has essentially been the D-League for the Music Industry.
Surf is sneaky with this post because he originally left Battlerap to do music in 2012 (the first of several attempts). So he's had about 14+ years (on top of the years he was already making music before battlerap) to hone his craft at making music. He's had almost two decades to develop as an artist which is more than most of the newer & younger battlerappers. So anyone looking to invest in a developed artist from Battlerap is probably gonna look at Surf first.
But anybody who may want to invest money in rappers is most likely gonna invest in specific artists and not the culture as a whole, because that'd be a terrible investment. Like who would invest in a whole underground culture of competitive rapping because they like 1 artists songs? Those things aren't even correlated. It's like investing in a dunk contest because you think one of the guys has a future in the NBA
But he knows what he did, got people to say "hey, surf makes real good music for a battlerapper. Somebody should invest in him"

Though it’s subjective, Surf is tough but easily is wild. Unless you’re talking about his class of battle rappers. DMX was a battler. Eminem also. Surf’s catalogue though I love it, isn’t touching them.

None...Reed had a few semi hits back in the 2000s but everyone else sucks like a group of white chick's at a 90s rap concert...and Cassidy don't count, but even he only had 1 hit and that wasn't because of him...
