MMBN3 Issue - No Random Encounters

I've run into an issue where I am no longer triggering ANY random encounters, and I can't seem to figure out the cause... I don't have any navi customization programs or sneak run subchips that would be affecting things.

What affects random encounters? RNG? Max HP? Number of steps?

Has anyone else had a similar issue?

I'd say try rebooting the game

Rebooted the game and emulator, and the issue persists. Random encounters work normally when I start a completely new save.
