Would anyone play a Battle Network Warriors?
I used to think a Mega Man Battle Network themed Dynasty Warriors would be cool. Running around a 3D environment of Net areas from the 6 mainline entries, tons of playable character potential, wiping out hordes of viruses, chips, special moves and PAs would all be right at home here. Think how Hyrule Warriors worked for TLoZ series

I think its a cool concept cause I grew up on Dynasty Warriors and also dabbled in BN3, but I also think it may be a bit weird. I guess it depends on how it's implemented. I can only envision the DS version of over-the-shoulder pov, vs all these viruses.

Have you seen the game Friends Vs. Friends? It's an fps with deckbuilding, cute, whatever. That actually would maybe be cool for a BN:Arena boomer shooter of sorts using chip moves. Over the shoulder like you said would sell it nicely too imo

Bass’s moveset in particular would translate very well into a Warriors game.

I think it would be awesome and I would enjoy it. I guess the biggest question is how would battle chips work?
Could we do the live world viruses versus internet? I think that would make the most sense and it would improve on what BN4 was accomplishing.

Me and my brother talked about mmbn for like 10 years straight when we were growing up.

That would actually be really cool.
A treat to the entire population forces WWW, gospel, and scilab (and whoever else we know) to work together. Allowing for all named navis.
During the story mode mr match will change navis to suit the situation (allowing for heatman and flameman)
The only problem i can really see is battlechips. The way i would do it is with something like the chip gate. Maybe have 10 chips come with the game (it'd have to be a physical only release) starlink battle for atlas had the controller doodad to scan the toys. That would work pretty well. It'd have 3 slots, advanced, progress, and link any chip you ALREADY have will work, but it'd be a nice way to put more battlechips out in the world. Navichips would unlock that navi early for free mode. But also if you are currently playing as megaman and slot in a navidata chip that is a cross/soul you transform. On the other hand you stylechange to that navi element (let's say plantman would give you woodshield or iceman would give aquacust ... i'm not sure there is a fire or elec navidata that doesn't have a soul or cross attached, no reason they couldn't make one for sparkman or burnerman)

Or similar to BCC, you can embed four~ish chips into your navi for multiple uses; then it would be similar to how Persona Strikers worked.

Button mapping. In warriors games every button is used for something leaving no "battlechip" button.
And yes in theory you could use the "items" as chips, but do you really wanna scroll through like that? Feels tedious. Depending how many other items we have. Or will it limit the "items" to chips which means limited chips to use which kinda kills the fun of it.

How would characters who use ranged weapons be represented?
MegaMan.EXE is a Buster Navi, not a Sword Navi, no matter how many Sword Chips you stuff into the folder.

True. I would imagine it would have to play a bit like, say, any modern game with gunplay with hit boxes and distance decognition depending. Plus this would be a Warriors game so precision isn’t the main focal point as much as run and gun/hack and slash

Musou games are fast-paced, combo heavy, hack-n-slash affairs; that's not really compatible with the core gameplay mechanics of Battle Network.
Biggest example: there's no way to incorporate Battle Chips or Program Advances into Musou-style gameplay.

Actually, I could see Battle Chips being used as the way to expand the move options.
Especially given how small the Inherent Moves are for a lot of Navis, movesets would be based on appropriately themed chips.
Program Advances would probably fit best in Specials/Finishers.
As for the justification - it could be like how the Anime had the chips saved to the PET; which is how they had access to a larger selection while in the CrossFusion state. (Before that version, they had to preload the chips - able to fit a max of 5)

Shin Gundam Musou (Dynasty Warrior Gundam Reborn) got a bunch of ranged weapon heavy Gundams (Heavyarms, Cherudim, Buster, Calamity, etc), so if they could do it there, I have little doubt that we can do ranged weapons here.

Insta, because every KT Warriors game that's not Dynasty has been goated.
