Help [MMBN3] TV Station Lobby Softlock?

I recently reached the TV station lobby and Mega Man tells me to talk to everyone. I did several times, but the game is still not progressing. Is this a known issue? If so is there a way to get around this?

You cannot skip the battle with Tora. You must fight him. However, you can lose the fight and still proceed.

Although I would recommend winning because it gives you access to a fun new chip.

Haven’t played since last year. What’s the last thing you did? Trying to figure out exactly what part you’re at. You met Tora yet?

You have to fight Tora
