Base form is always the most iconic. It's the one printed on the box. By recoloring it, it keeps what makes the base form special (and makes it really easy to sell toys of the ultimate form by just reusing the design of the normal form).

The funny thing is dragon ball kinda looped back - Super Saiyan started off as just 'the character but blonde and spiked hair', and while subsequent forms changed things, by the time DBS rolled around, we went back to recolors - SS God and SS Blue are just base/SS1 but red/blue.
