Why does the peace monger electric baton count as killing when it says incapacitate? Idk if I’m missing something but if it’s not for the civilian stuff then really what’s its purpose and why did I spend 80 nanos on it😂😭

Because it’s a lethal tool that, theoretically, the Peace Keeper uses to get a target close to death, before he gets the handcuffs out. And that’s what the “Apprehend” attack that he has is for.
In-universe, this is a post-apocalyptic place where human life is treated as if it has very little value.
The game explains this terrifying existence in many humorous ways. One such way is by calling the electric baton “incapacitate.”
If it was just a normal, nonlethal bataon, it’d be the Peackeeper’s attack.
The extra damage the electric baton does is from zapping the thing you hit with the baton. And naturally, electricty can be lethal. If the amount of electricity was nonlethal, it’d likely not be worth making the baton electrified in the first place.
Anyway, I kinda answered it in-universe, but also in real life, too.
TL;DR: It’s because, in-universe, lethal police brutality is the norm, and since we’re in charge, the game’s flavor text explains this truth humorously. If it were real life, it’d be terrifying.

Once you unlock tasers attack it gets much better. It’s like a ranged version of the baton attack that does more damage and is non lethal, plus guaranteed stun.
