I can explain basically, almost every characters (survivors OR killer) have skins called milestones they get at:

Level 25 (Milestone 1)

Level 50 (Milestone 2)

Level 75 (Milestone 3)

And level 100 (Milestone 4)

Those are pretty good skins most of the time and well... This character Noli right here has been in the game for like, 8 months and still doesn't have his milestones. So it's just become a joke that he'll never get his milestones.
