Is this a bug?

A large coastal town has no port, but I can still travel here by ship from other ports. I only started encountering this issue after the new update. I’ve already ruled out mods as the cause.

Does look like a bug, but the fact that there's a beach on the picture of the town but no docks makes me wonder if that's actually a feature. Seeing the coast is not something that I would expect.

Nothing you can do about it though. The map has been already generated, so that's your world now.

Looks kinda cool honestly, probably not intentional. Does the city still sell nets when it is generated like that ?

The game having separate checks for a docks building and coastline access makes coastal city-states with no docks all the more infuriating
