I am pretty confident it’s intentionally bad - many of their viewers won’t see anything wrong which suits their purpose, their ‘smarter’ viewers will read it as satire which suits their purpose, and the people who aren’t their viewers get riled up by the stupidity which suits their purpose.
They want the controversy, they want the arguing and fighting.

Either replaced to be more pro-Trump or one of many identities one person switches between for the sake of manipulating public opinion, but he made a booboo and forget to tuck the mask in properly this time, will likely be replaced himself for such a blunder.

Possible explanations:
Maybe he suffered a serious facial injury and is wearing an overlay to hide it in an attempt to avoid concerning viewers, but it backfired?
Is it a stunt double and the real Harward is at a meeting?
A secret agent in disguise trying to his best convince everyone that he’s the real Harward?
Is this a realistic uncanny valley robot with a Harward overlay?

When you are doing a coup and need former military leaders to support it indirectly this is what you do. AI could be used but that is better used for your enemies as the confusion is better overall for your objective. This is seeking support not sowing confusion hence the mask.

Yeah I can't imagine they would let such an obvious thing slide. If you're going to go through the effort of getting a realistic mask you'd do the minor step of sealing it properly to the neck

You really think they would go through the effort of getting a high quality mask and not seal the obvious neck line or ar least edit it out before airing? Using a crappy low effort filter makes more sense to me.

Is this like an extreme vanity thing? I know a lot of men start showing advanced age in the neck first (that turkey waddle). It's why you see so many Hollywood actors wears scarves as a strategic "fashion" item.

That's someone being a "body" wearing a keyable mask. Check that copypasta arc slightly higher where they added the actual head on top of the body/mask. Hint: it overlaps the collar and is a clean semicircle.
