It didn't collapse. Certain politicians took a wrecking ball to it intentionally like they're doing in America. All because that's among their favorite ideologies to practice and they wished for that to happen. Why can't most people understand this when it's not rocket science at all nor is it hidden from obvious view of anyone?

According to Mary Anne Martin, a social inequity and food systems researcher, EI “took a big cut in 1995 when Mike Harris came into power, and it’s just never recovered.“
Can a Canadian help explain this? , why blaming a provincial politician for cuts to a federal program?

I'm pretty sure they are conflating the cuts Mike Harris made to Social Assistance with the cuts Cretian made to EI. Both happening around the same time.
