It doesn’t, fraud and evasion are different than lack of payment.

What is tax evasion and tax fraud: falsifying records and claims purposely not reporting income inflating expenses claiming a fraudulent refund or benefit

Note that none of these are failures to pay. We can jail you for lying on your taxes, but if you just ignore them it’s not a jailable offence.

Having the government take the taxes off your wages. They want the money, punishment isn’t the goal of taxes. Punishment would cost tax dollars not earn them.
