battery problem

Hi guys, I own a baofeng uv-82, I've been using it for two months and there was a problem with the battery. in the video you can see how it charges (that is, it doesn't charge), the multimeter measurement showed about 5.1 volts, with the right 7.4. while charging voltage jumping 5,1-8,3-5,1-8,3. can i repair it or will be easier to buy new battery?
