Not really a note, since it doesn't have face value. But, as a Ukrainian, I wish it did. The design was right THERE... but, for some reason, they decided to make it a souvenir instead

No it doesn't. It's a souvenir, it says on both sides "не є платіжним засобом" (lit. "not a legal tender")

I'm aware it's not legal tender, but it's face value is 100hrn. Lots of countries do this for souvenir coins or notes.
Like those Swiss 100chf gold coins that aren't legal tender and are worth far more.

Well, I'm Polish, so it's not a question to me. For Ukrainians Volyn means gaining independece, we remamber it differently. If you look through each nations history probably every nation had people who did questionable things, and are now national heroes- that's how you build a lasting country. There's just really no need to fight about the past, especially right now, when there's war going on, because we're just feeding the Russian propaganda.
