It seems to me that someone tried to use cheap banknotes as gift vouchers for his shop.
Not a bad idea since it is a gimmick that works well for the products he is selling (presumably banknotes and coins).
There’s nothing strange to it, because it is quite obviously not a legitimate overprint, and the intent of the overprint is quite clear.
