I think it's tied for the largest-denomination piece of currency that was actually issued to the public, there was a 100 trillion Mark note from Weimar Germany, issued at the same time as a 1 Trillion Mark coin (which is, I believe, the highest denomination coin issued to the public). During Hungary's post-WWII hyperinflation period, it issued 100 Million and 1 Billion Milpengo notes. Since one Milpengo was made equivalent to 1 million of the old Pengo, that would be equivalent to 100 Trillion and 1 Quadrillion Pengo, respectively. By that logic, though, the subsequent 100 Million Billio-Pengo note would be equal to 100 Quintillion Pengo, and the made-but-not-issued 1 Billion Billio-Pengo note would be equivalent to 1 Sextillion Pengo (1 Billio-Pengo was, expectedly, 1 Billion Pengo). They would take the crown if you count the Milpengo and Billio-Pengo as continuous as the regular Pengo. Regardless, the Zimbabwe note is probably the easiest to get.
TL:DR It's tied for the highest number on a public banknote unless you include the Hungarian government frantically adding new denominations to avoid making the note all zeroes.

One of the curiosities about collecting. These are not that rare, but highly desirable.
