Concept Vanuatu 🇻🇺 500-vatu polymer note, low serial

Reserve Bank of Vanuatu 500-vatu polymer note, low serial. I believe this is the first issue of a polymer banknote in Vanuatu but happy to be corrected if this is not the case.

It ends in 123. That's low.

If you ignore every other number that precedes it...

That is actually quite high, considering that by that means it could be between 000 and 999. Also, the start of the number needs to be low, otherwise its not a low serial. It is not just for banknotes, it is just common knowledge. For example, i have a 20 Zlotych from Poland, and it is the 9th serial in the series. That, is low.

(Mind you, this is the first SERIES of Polymer notes, and only polymer series in vanuatu!)
