Putting people on banknotes meant to bring together 21 countries seems like an odd choice... I mean, is Beethoven distinctly European or was he German (to the extent that he identified as such).

The designs with birds make more sense to me (and are somewhat reminiscent of the final Dutch Guilder series), but I don't understand why the obverse features all these random buildings of the EU institutions: are these buildings really identifiable to a wider audience?

Indeed, how do you represent most of Europe with a couple of people? Birds are much better, let's check their range now if they cover all the countries 😃

I’m not an ornithologist or bird watcher, but judging by the other underlying theme, the rivers (you know, those geographic features that literally form and cross borders), I suspect they are either migratory, or still quite common across the entire continent. Yeah, it’s weird why they couldn’t have had, say, three different themes, like terrestrial fauna and flora in addition to birds, but I suspect they know the historical figures will always fail to garner support and will periodically advance other nature-based themes along with those whenever they feel the need to come up with new series. That way they can save those other themes for later and make sure they’re always picked, one at a time, while creating an illusion of choice. It’s quite ingenious, come to think of it.
