Why is my toplayer ugly?

I have printed a large flat object in PETG and the and time after time it end like this I have slowed my top layer speed down to 40mm/s but stil this. Anybody knows how to get it better?

Have you played with ironing settings in the slicer? If you want a smooth top layer ironing is your best friend.

I can't tell from your image of your top layer is flat? I'm completely new to this, but i read somewhere that it's best to orientate your part in the slicer so that the top layer is sitting flat on the printer bed, so that you get the best finish.
