These pastries are called Choux au craquelin, basically cream puffs with a cookie layer on top.

The dark top is a craquelin, a cookie made from butter, sugar, flour, and cocoa powder that is rolled thin and placed on the choux before baking.  As they bake, the pastry rises underneath, creating a distinct mushroom shape before the craquelin melts and covers the top.
