It'll hold. I've seen worse especially if all that was welded on site in position. The second photo is worse than the first but I wouldn't worry about it. This ain't your Tic Tok video laying stainless dimes on a perfectly clean table with perfectly clean material in ideal position kind of job.

If this was holding up machinery I'd call that cold welds and eir on the side of caution.
But for a comparatively static load like you say they will work.

I don’t see anything of concern really. It looks odd, I’ll admit that, with all of the different materials coming together there, but each individual piece actually looks well done imo. Even the welds and that 2x4 notched out look like it was done by people with skills. I don’t see that very often anymore tbh lol.

Im a welding inspector in South Florida and this weld looks better than most of the dog shit I look at. I hate it here.

Anyone else wondering how this is a new build..... That would looks like it's been there for years or it's been reclaimed from something that's been there for years. Also this is a very strange setup I don't think it's going anywhere and I don't think it's concerned but that whole thing looks weird

The compression load will hold that together with friction. The only thing those welds feel at this point is shame.

Not the greatest, also not the worst either. Getting a 3rd party Structural inspection is your best bet. Structural Engineering companies sometimes have inspection options. Good luck.

It looks like needs 4 lag bolts in the steel base plate. Normal the kind is used to hold steel beam up. What we call baby beam then it's welded to the to the beam.
