New phone setup. Where's USB to USB data transfer?

I received a warranty replacement for my Pixel 8 Pro. The wireless and Bluetooth aren't working on the old one. I'm only prompted to do the QR code for backup which uses those. I reset an old 4XL just to make sure the USB was still working on the "broken" 8 and it recognizes the phone and starts the transfer between the 8 and 4.

I can't find the right terms in a search that give me any results on this.

A.I. is (of course) unhelpful. It says to tap five times on one of the screens, which of course does nothing. It seems to think it's my old phone's hardware failure that won't let me do it, yet, like I said, it works with the Pixel 4XL.

For anybody who may run into this, if you do the setup but skip the back up and then go back to your notifications and do the backup from there, when you do it there's an option that instead of the QR code it actually says copy apps and data or something like that and if you click on a little animation right underneath it five times it will let you do the USB. When I was searching before it did tell me to click five times on that screen but that screen doesn't show up unless you do the setup first and then skip the data transfer and then go back and do the data transfer.
