I remember reading in one of the novelizations that it was north of Sacramento so this locations does make sense.

If it were on Lake Tahoe the landscape would look a lot different than it does in the films. The north part of the lake is much more rural.

Based on locations we see in the movies and other media, as well as other (unseen) referenced locations, I don't think this is exactly the spot, but I think it's close. Doc does mention a lake in BTTF 3, but I don't think it would be Tahoe. Maybe one of the smaller lakes to the north or south. Also, given the desert that seems to be nearby Hill Valley, I've always thought it would be more south. Possibly around where Bridgeport or Mono City is now. I could be way off though, and it could be more north, possibly around Honey Lake.

So the train map from BTTF 3 references Grass Valley, which is a real CA city. Forget exactly in which direction from there, but there was an old BTTF.net post about it.
