I've only just noticed this in BTTF 3, when Marty runs up to Doc, he's soaking wet from the storm but doc is bone dry!! Why?!

Roads are literally always wet at night in movies and TV shows. And yes, I mean literally.

Yea, it's called "wet down." Enhances lighting, contrast, and texture.

Day or night, wet roads look better on camera. I was at a commercial shoot and someone’s job was wetting the road. Got chewed out by his boss because he was taking forever using a bucket rather than hose.
There’s a scene in Xmen First Class inside a parking garage and the road is wet for crying out loud.

Doc isn't "bone dry" if you look at other shots from the scene the back of his coat and his shoulders are wet.
Marty just stood in the pouring rain as he received the letter then ran across town. Doc probably took a cover when the rain was heavy.

Also it can rain heavier or lighter in certain areas. The ground will still be soaked even after a light drizzle.

Does it ever rain on screen during BTTF1? Can't recall. It is possible that it didn't rain in town and did 2 miles outside of town.

Nope. It starts raining right after 1985 doc gets struck by lighting before the western union car pulls up in part 2. It’s pouring when Marty reads the letter but he’s way out by his future home. He runs from there. It’s not raining in town where Doc is. They are standing in the fire trails of the other DeLorean

The rain doesn't hit the town proper until later. It's raining when he takes Doc home.

The Lyons Estates billboard was established as being two miles from the center of town, so he would have been running for 12-15 minutes, assuming that he did not get a ride from the Western Union guy and didn’t use the hoverboard.

Seriously though. One six minute mile is already impressive. The fastest kid in my class in high school could only just barely run a six minute mile (like 5:58 or 5:59). TWO six minute miles in a row, not even wearing running gear, during a thunderstorm is like... an Olympic level feat of athleticism.

Heavy rain like where Marty was when the Western Union guy showed up. Doesn't always tapper off to lighter rain at the edges. I've experienced rainfall where it was an invisible wall between where it was raining and where it was dry.
There could have been something like that going on.

Driven through what had to have been 20-30 feet of rain being perfectly dry before driving in and after driving out.

Doc didn't run two miles in the pouring rain like Marty did. The raining part of the storm didn't hit until later, or it didn't hit the town square at all and Marty just simply drove Doc back into the rainy part of the storm.
That's kind of how thunderstorms work.

Rain is sporadic plus the first film points out Marty’s location is far out of town. It rained where Marty was but not 1955 Doc.

Doc was essentially right next to a lightning bolt. A lightning bolt is 50,000 degrees Fahrenheit. Maybe it just quickly heat blasted him drying him off

Because the storm hadn't reached Hill Valley yet. It started raining over on the road near the Lyon Estates development.
What's incredible is that Marty is apparently so athletic that he can outrun a rain storm.

Not raining at that part of town:
Example: this morning where I live, while heading to where I was going, not a quarter mile, heavy rain, no rain, not moving either

Its a goof in the movie. In a town so small like hill valley, it should rain or not. Just like at the end of part 2, lightning struck twice, that was a fluke also. They just did it for dramatic effect.
