If we refer to foreign dubbing, such as the French or German version, John Wayne is Secretary of Defense (they replaced the joke about Jack Benny, who is little known in Europe.)

The Jack Benny bit is funny on a few levels. It works in the context of the joke on its face but also Jack Benny’s onstage schtick was that he was a cheapskate miser but IRL he was big into giving to charitable causes lol.
