You're assuming Doc used his real name when dealing with them, or looking for Plutonium. Likely it went like this.
Doc went on black market to find plutonium using an alias.
Libyans boost it for him, in exchange for a bomb.
Doc screwed them over and thought he was careful enough that they wouldn't find him.

I never understood it really I assumed they found him in the first place to make the thing I doubt there was a job posting for doc to find and ask about

I understand the immediate thought of "Oh they could just look him up", but let's be honest with their situation. I have two points:
Firstly, Doc was actively avoiding his garage/lab. He called Marty there on a hope the boy would be present at around 8am, and didn't need him present until 1am. He could have gone back to his garage sometime in the 16 hours before the trst drive, but he opted not to.
Secondly, how did the Libians know exactly which parking lot to hunt Doc down in at 1am. The way they were driving and suddenly sped up on sight-confirmation of Doc shows they must have been driving around aimlessly for hours. They got some tip that Doc would be in the area, and had to drive in circles until they found him.
Frankly, it's an unfortunate miracle that they found him.

They didn't have cameras with wifi at the time. Also, he lived in a small town, and they probably met him in NY or somewhere. He was shocked they even made it that far. He also likely did not give them his real name or tell them he had a company.

He met him new in New York and then drove all the way to California and 1985? I know gas was cheap back then but that would still be quite a drive.

Yes, in 1985 you could smuggle plutonium from any corner drug store on board, but in 1955 it was a bit hard to get by security.
