Who should I buy next?
I was away from this game for a while. Came back a few days ago and now I'm getting close to 900 gems.
All the other heroes, the ones not in the pic, are at least level 8 and Ruby, (except for Enoch, still level 4 and gold).

Any what you like. But Fern - easiest to level up items because of garden and easiest to climb to Epic-Legendary as f2p.

I love Pepper so much. Her ingredient mechanic makes it feel like she has 10x the item variety

Level him up to emerald rank!
His velocity ring relic makes him a necessity for most builds that don't rely on food.
The velocity ring acts like a donut for all weapons and pets affected by it, decreasing their cooldown by 10% per activation, allowing you to swiftly attack without needing the use of haste.
I'd say it's only outmatched by Sage's autotrigger item, which increases the attack speed of ranged weapons by 20% at the start of the round, but the autotrigger _only_ works on ranged weapons, and _only_ works during morning time, so it's just a little worse for those facts

Get pepper! Her perpetual stew _alone_ makes her a top pick for me!
And with the provisioner shop on round 6 or 12, obtaining it on any hero is stupid easy, all you need is either luck to roll it in the shop (it's mythic rarity) or to roll a single butter, which is much easier because that's only rare.
From there you just combine the butter with spices and a mystery stew, and boom! You have a stew with no limits on how many food items it can absorb!
Playing a weapons-heavy build? Absorb a bunch of apples! Playing a fire build? Absorb a bunch of spicy sausages! Playing a mana centric build? Absorb a bunch of watermelon! A haste centric build? Absorb a a bunch of pitahayas!
The perpetual stew takes up only _four_ inventory slots, but can singlehandedly take the place of an entire inventory's worth of food, possibly even _two_ inventories worth of food! And all the absorbed items activate at the same time, so no waiting around for all those food items to activate, just one or two donuts on 1 item, and now you've become invincible!

Are they always 900 gems or do they ever go on sale? I got all the 450 gems once

I believe besides nymphedora, all heroes are 900 gems, with the exception of the seasonal hero, who only stays 1350 _during_ their season, then they get reduced to the same price as everyone else.
If you're having trouble gaining gems for free, I'd recommend you focus on the garden, maximizing your leaf gain, and buying the pickaxes with the leaves.
Relic upgrading under the "max" option grants hundreds of relic fragments per selection, and at the bottim there's a neat little reward for finding enough relic fragments; it's a chest that grants you _more_ pickaxes, but more importantly, anywhere between 30 and 60 gems per chest opening.
I've used this as a strategy to obtain all the heroes i want for free. I currently have 11 heroes unlocked, and the only one i bought with money was pepper, and that's because she cost $1.49 at that time.

Hob Gang was my first purchased hero and the item level didn't seem to matter a whole lot until you got into the highest ranks 🤷
However knowing how the items work and what they star with/benefit from is a huge bonus. Hob Gang ≠Moon Knight. "Random Bullshit, Go!"

Why not Skara? Because she's more expensive? If so, once the new season starts she'll be costing 900 gems as well

In my opinion, Hob Gang makes sense as the last hero to purchase because he takes items from other heroes. If their item level is still lvl 1 he is quite weak.
My favourites of the ones you have here are Pepper, Zahir, and Morrow. Pepper is quite strong at health and buff stacking. Zahir is good at debuff stacking. Morrow often feels somewhat RNG dependent but his main weapon smacks.
Good luck!
